Master's Thesis: A Strategic Cyber Doctrine for Canada
Recently I have received some renewed interest in my Master’s Thesis, so I have decided to post it publicly here. I wrote my MA thesis following the publication of Strong, Secure, Engaged, Canada’s defense policy, which established that Canada would develop offensive cyber capabilities for its military. With this in mind, I sought to write about what a Canadian offensive cyber capability would potentially be once fully stood up in the Canadian Armed Forces (CAF). Written in 2018, I conducted a comparative analysis of offensive cyber policy and force structures of the United States, United Kingdom, and NATO to anticipate how the CAF would adopt and use offensive cyber capabilities. To this day, I have been quite accurate in my assessment of the CAF’s development, albeit I was way too optimistic about how long it would take for the CAF to do this.
